Elzerbeth Cooper (1247-60) Took over as steward Chancellor after Myers Lianti died in
office; three years later became the first woman to be fully ratified (i.e.
voted in by the main 10 year elections). The daughter of minor nobility, an
Emissary & Privy Council member before her election; nonetheless something
of a radical once fully ratified. A big believer in progressive taxation, she
also pushed through a number of gender equality laws, opening any remaining
trades to women & putting them on equal pay status; also liberalised
divorce laws. Less successful in trying to open to Guards door to women and in
"harmonising" laws, making Dorlafan legislation apply across all 7
federations (translated by others as Huwdone House riding roughshod over their
practices & customs). The draconian building & ownership regulations
rushed in by Cooper after the 1255 Great Collapse would also haunt later
generations. By 1255, legions of seriously fed up powers-that-be were
conducting a concentrated harrying & smear campaign against Cooper - she
was rather conflictingly daubed as both a man-eating vamp and a man-hating dyke
- but she hung on till the 1260 elections, when the Barons threw her out. This,
and her being charged with corruption and embezzling public funds while in
Office (no-one's ever dared bring a Chancellor to court, but an ex-Chancellor's
fair game) provoked demonstrations which helped revive the women's rights
groups that had been largely dormant during her time in power. Cooper was
eventually cleared of all charges but died not long after in 1263, worn out by
the recent years - as was everyone else, really.
Helden Bryakkan
(1260-70) Bit of a change from the Cooper years - Bryakkan was a dry ex-lawyer
with a mania for re-organising and rationalising things. Gradually hammered the
multitude of labour statutes into something resembling coherence, reformed
various tax and toll systems, redrew (once again) land ownership & trading
license laws, and shifted various units of central government about.
Marcas Welverton (1004-10) A Dorlafan dignitary who is now remembered as being a wholly
incompetent Chancellor. He wasn't
responsible for any single, overwhelming disaster and kinder historians
accredit his ill-repute to the giant shadow left by his predecessor, Tars
Tukas. However, he let all the problems
and feuds in the nascent federation mount up and took no practical action to
resolve them. Under his stewardship the
Triple Cities project did begin, but that was supervised by others and not
completed until well after he was voted out.
Welverton left the instruments of central government no more developed
than they were in Tukas' day and allowed himself to be batted from one powerful
individual/faction to another. His only
real recommendations to power in the first place came from his massive fortune,
his place in the elderly Tukas' court and his talents as a fine, if mendacious,
orator. Welverton's real contribution
to the development of Christoté was proving that Highest Office was an earned
privilege not a job for life when the Barons voted him out.
Rudanc Masterson (1010-45) A far more forceful personality, who came to prominence as
the young head of the Masterson family who dominated the Dorlafan and national
scene for most of the 1000's. Came to
politics early, first as Baron of Dorlaf then as Chancellor, and quickly proved
himself as a strong-minded and formidable operator. Unfortunately he stood firmly on the side of entrenched authority
and inherited wealth and his policies exacerbated the growing class divide;
'without Rudanc Masterson there would have been no Garreday Uprising' as more
than one historian has noted. Oversaw
the transport of federal government from East Zabrial to the Triple
Cities. After fully settling into
Huwdone in 1026, reorganised its internal administration, downgrading the
Principal Secretary's role and dividing Huwdone into seven offices for each of
the provinces (later amalgamated into Federation Office), together with
Ambassador's and Fundings Office.
